The Minister of Transport has just signed a decision assigning Project Management Board 2 to prepare a Pre-Feasibility Study Report for the Quy Nhon – Pleiku Expressway Construction Investment Project .
The cost of preparing the Pre-Feasibility Study Report for the Quy Nhon – Pleiku Expressway Construction Investment Project is paid according to the approved tasks, estimates and capital plans; the implementation period is 2025.
The investor in the step of preparing the Pre-Feasibility Study Report is the Project Management Board 2, responsible for working and coordinating to receive relevant documents and files for the Quy Nhon – Pleiku Expressway Construction Investment Project previously studied by the People’s Committees of Gia Lai and Binh Dinh provinces; urgently complete the Pre-Feasibility Study Report file according to regulations, ensuring quality and progress; promptly report to the Ministry of Transport on difficulties and problems during the implementation process.
Previously, Prime Minister Pham Minh Chinh agreed with the proposal of the Ministry of Transport on approving the transfer of investment research for the Quy Nhon – Pleiku Expressway Construction Investment Project under the PPP method to investment research under the public investment form and assigned the Ministry of Transport to preside over and coordinate with the People’s Committees of Gia Lai and Binh Dinh provinces to organize the preparation of the Project’s pre-feasibility study report in accordance with the law.
“The Ministry of Transport shall coordinate with the Ministry of Planning and Investment and the Ministry of Finance to determine the ability to balance the central budget (including sources of increased revenue and savings in the state budget in 2024 according to the direction of the Government Standing Committee and local budgets participating in the project to ensure feasibility and efficiency; submit to competent authorities for consideration and decision on the project investment policy in May 2025,” the Prime Minister directed.
At the end of December 2024, the Ministry of Transport sent an official dispatch to the Government leaders on the investment plan to build the Quy Nhon – Pleiku expressway through Gia Lai and Binh Dinh provinces.
In this dispatch, the Ministry of Transport proposed that the Government leaders consider approving the transfer of investment research for the Quy Nhon – Pleiku Expressway Construction Investment Project under the PPP method to investment research under the public investment form; at the same time, assigning this Ministry as the governing body, coordinating with the People’s Committees of Gia Lai and Binh Dinh provinces to organize the preparation of the Project’s Pre-Feasibility Study Report, and submit it to competent authorities for approval according to regulations.
It is expected that the Quy Nhon – Pleiku Expressway Construction Investment Project will be prepared for investment from 2025, implemented, completed and put into operation in the period 2026-2030.
According to the proposal of the Ministry of Transport, the Quy Nhon – Pleiku Expressway Project has its starting point in An Nhon town, Binh Dinh province; its end point is at the intersection of Ho Chi Minh road, in Pleiku city, Gia Lai province; the total length of the route is about 123 km, of which the section through Binh Dinh province is about 37.4 km long, the section through Gia Lai province is about 85.6 km long.
The route within the scope of the Project is fully invested according to the approved planning with a scale of 4 lanes, a roadbed width of 24.75 m, and a design speed of 100 km/h. Particularly, the sections through the An Khe tunnel and Mang Yang tunnel with difficult terrain are being studied with a scale of 4 lanes and a design speed of 80 km/h. The preliminary total investment of the Project is about 36,594 billion VND, of which the cost of site clearance is about 3,733 billion VND; the cost of construction and equipment is about 26,833 billion VND; the cost of investment consulting, project management, and other costs is about 2,012 billion VND; the contingency cost is about 4,015 billion VND.
When completed, the Project will form a horizontal axis connecting the Central Highlands with the South Central Coast, connecting with vertical axes, effectively promoting invested projects, connecting economic centers , international border gates, seaports, meeting transportation needs.
The project is also expected to create space, motivation and development space for Gia Lai and Binh Dinh provinces in particular and the Central Highlands and South Central Coast in general with a synchronous and modern technical and social infrastructure system; contributing to ensuring national defense, security, hunger eradication and poverty reduction; and improving the competitiveness of the economy.
