Gia Lai Province Investment Promotion Conference 2026

 On the morning of March 28th, at the Provincial Conference Center (Quy Nhon Ward), the Gia Lai Provincial People’s Committee solemnly organized the 2026 Investment Promotion Conference with the theme: “Gia Lai – Transforming the Growth Model in the Digital Age”. The conference is an important forum for sharing visions and development orientations; it also serves as a reliable bridge, opening up practical and effective cooperation opportunities, contributing to Gia Lai’s strong breakthrough in the new phase.

Attending the conference, from the central level, were: Comrade Nguyen Thanh Nghi – Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Strategic Policy Committee; Comrade Ho Quoc Dung – Member of the Central Executive Committee of the Party, Deputy Prime Minister; leaders of central ministries, departments and agencies; and leaders of localities.

Central government delegates and provincial leaders attended the conference. 

On the diplomatic mission side in Vietnam are: Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan; Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Vietnam; Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to Vietnam; Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey to Vietnam; Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Pakistan to Vietnam; Ambassador Extraordinary and Plenipotentiary of the Kingdom of Cambodia to Vietnam; Consul General of China in Da Nang; Deputy Consul General of the Kingdom of the Netherlands in Ho Chi Minh City; Economic Counselor, Embassy of Laos in Vietnam.

Representatives from diplomatic missions in Vietnam attended the conference. 

Representing Gia Lai province were: Mr. Thai Dai Ngoc – Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee; Mr. Pham Anh Tuan – Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Rah Lan Chung – Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Mr. Chau Ngoc Tuan – Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Nguyen Ngoc Luong – Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Gia Lai province; members of the Provincial Party Standing Committee; leaders of the Provincial People’s Council, People’s Committee, and Vietnam Fatherland Front Committee; the Provincial National Assembly Delegation; leaders of provincial departments, agencies, and organizations; and leaders of communes and wards in Gia Lai province.

The conference was also attended by representatives of local authorities; economic experts; and representatives of associations, businesses, and domestic and international investors.

Conference scene 

Gia Lai province covers an area of ​​over 21,500 km², making it the second largest province in the country, and has a population of over 3.5 million people, with 35 ethnic groups living together.

Strategically located on the East-West and North-South connecting axes, Gia Lai plays a crucial role as a bridge between the South Central Coast and the Central Highlands, while also serving as a gateway to the East Sea for the Central Highlands, Southern Laos, and Northeastern Cambodia. Furthermore, the province possesses a rich and diverse natural ecosystem, encompassing highlands, midlands, and coastal areas. This provides a vital foundation for the province’s development of a green economy, circular economy, and sustainable growth models in the long term.

In 2025, the province’s GRDP growth rate is projected to reach 7.2%, ranking 28th out of 34 localities nationwide and 3rd out of 6 in the South Central Coast and Central Highlands regions. The size of the economy is expected to reach approximately VND 270,698 billion; GRDP per capita is projected to reach VND 85.05 million. 

Notably, the province has attracted 192 investment projects, including 16 FDI projects, with a total registered capital of nearly 160,000 billion VND – placing it among the localities with the largest investment attraction scale in the country. Along with that, the province also recorded more than 3,000 newly established businesses, a significant increase in both number and registered capital compared to the same period. These results show that Gia Lai is gradually becoming an attractive, safe, and effective destination for domestic and foreign investors.

Chairman of the Provincial People’s Committee Pham Anh Tuan provided information on the major directions for attracting investment in Gia Lai province. 

Speaking at the conference, Chairman of the Provincial People’s Committee Pham Anh Tuan stated: Gia Lai province has set the general development goal for the 2026-2030 period as promoting the development of science, technology, innovation, digital transformation, green transformation, and the private economy; building Gia Lai into a rapidly and sustainably developing province, becoming a center for processing and manufacturing industries, renewable energy, high-tech agriculture, services, tourism, semiconductor chips, and artificial intelligence (AI); striving to make Gia Lai a moderately developed province and, together with the rest of the country, confidently entering a new era of development.  

With its vast development potential and significant growth opportunities, Gia Lai province invites investors to explore, cooperate, and implement projects in key sectors such as: high-tech industries, processing and manufacturing industries, and clean energy; tourism, services, and modern urban development; high-tech agriculture linked to processing and logistics; technology, innovation, and the digital economy.

The province also calls on capable, experienced, and strategically visionary businesses and investors to proactively register to become pioneering enterprises, working with the province to lead, create, and open up new development opportunities.

Chairman of the Provincial People’s Committee Pham Anh Tuan emphasized: To ensure investors can confidently implement projects quickly, efficiently, and sustainably, Gia Lai province has proactively prepared all necessary conditions, such as completing the planning system in an integrated and synchronized manner, consistent with the new development space after the merger; reviewing and allocating clean land, ready for handover to investors, especially in economic zones, industrial parks, industrial clusters, and key development areas; investing in a synchronized transportation infrastructure system in the direction of regional linkages, national and international connections; and issuing and implementing many outstanding preferential mechanisms and policies on land, taxes, and credit for priority sectors. Promoting administrative procedure reform in a substantive and effective manner… Notably, the time for processing investment procedures has been significantly shortened. For projects outside economic zones and industrial parks, the time has been reduced from 242 days to 60 days, and for projects within economic zones and industrial parks, it has been reduced from 145 days to 38 days.

In addition, the province also focuses on preparing human resources, scientific and technological infrastructure, and living environment, with an increasingly完善 education and training system, healthcare, and urban areas; at the same time, promoting the development of an innovation ecosystem and digital transformation, creating a foundation to attract high-tech projects with high added value.

With a spirit of openness, responsibility, and action, Chairman of the Provincial People’s Committee Pham Anh Tuan pledged to build a proactive, honest, disciplined, and decisive government, shifting strongly from a “management” mindset to a “service and partnership” mindset, placing businesses and investors at the center of the entire process of policy planning and implementation.

The entire political system acts with the spirit of: “not wasting a single day; not delaying a single week; not missing an opportunity for a single month; not being passive for a single year.” Each task is organized and implemented according to the “six clear principles”: clear person, clear task, clear time, clear responsibility, clear output, and clear authority, ensuring that all work is resolved completely, on schedule, and with full accountability.

Dr. Tran Du Lich – Member of the National Financial and Monetary Advisory Council – discusses solutions for transforming the growth model. 

At the conference, experts provided in-depth analyses of the advantages, development potential, investment opportunities, and trade prospects of Gia Lai province; shared rich practical experiences and strategic visions on developing modern tourism associated with resource conservation and cultural identity; and suggested directions for sustainable development of Gia Lai province in the coming period by transforming the growth model from a “growth model primarily based on capital” to a “growth model primarily based on knowledge” – innovation, green transformation, and digital transformation – to exploit the province’s potential and outstanding advantages. 

Associate Professor Pham Trung Luong – Former Deputy Director of the Institute of Tourism Research, Member of the National Planning Advisory Expert Group – suggests directions for tourism development in Gia Lai. 

Recognizing Gia Lai as a strategic investment destination with significant development potential, representatives of investors have stated their intention to invest long-term in Gia Lai and focus on key sectors to optimize the province’s advantages. Investors affirmed their commitment to developing large-scale agriculture, applying high technology, and transforming Gia Lai’s agricultural products from high-quality raw materials into global brands; establishing a modern and sustainable livestock value chain in the province; focusing resources on developing renewable energy and green production, promoting a circular economy; building and developing unique tourism products to honor the local cultural identity and natural features; and making Gia Lai a regional center for digital technology, AI, and innovation. 

Mr. Truong Gia Binh, Chairman of FPT Group, delivered a speech at the conference. 

Investors hope to continue receiving the support of Gia Lai province and its partners to transform these orientations into concrete projects, creating practical value for the people and contributing to the long-term development of the local economy. 

Mr. Korhan Kemik, Ambassador Extraordinary and Plenipotentiary of Türkiye to Vietnam, delivered a speech.

The Ambassador Extraordinary and Plenipotentiary of Türkiye to Vietnam noted that Gia Lai province is gradually asserting its position as a potential destination for international investors, including Turkish businesses.

The Ambassador stated that he will continue to promote investment opportunities in Gia Lai to the Turkish business community through regular connections with businesses and relevant organizations. At the same time, the Embassy will act as a bridge, supporting the establishment of initial contacts between Turkish businesses and local authorities and partners in the province. Furthermore, the Ambassador affirmed that he will continue to support information exchange and create favorable conditions for investors to access and learn more about the business environment in Gia Lai.

Deputy Prime Minister Ho Quoc Dung delivered a speech giving directions.

Speaking at the conference, Deputy Prime Minister Ho Quoc Dung assessed the Gia Lai Province Investment Promotion Conference 2026 as an important and strategic event, clearly demonstrating the vision and strong development aspirations of the locality in concretizing the new development orientations of the country and the province in the coming period.

According to the Deputy Prime Minister, 2026 is the first year of implementing the Resolution of the 14th National Congress of the Party, with high demands on the speed, quality, and sustainability of growth, especially aiming for double-digit growth in the 2026-2030 period. In this context, Gia Lai’s development of a GRDP growth scenario of 10.2% for 2026 is considered consistent with the general orientation, demonstrating proactive development thinking, high political determination, and a spirit of daring to think and act.

The Deputy Prime Minister also acknowledged the province’s efforts in gradually reshaping its growth model towards a modern and sustainable direction, based on pillars such as processing industries, high technology, renewable energy, and value-added services. This is considered the right direction, consistent with the overall national development strategy for the coming period.

To effectively exploit its potential and advantages and create momentum for breakthroughs, the Deputy Prime Minister suggested that Gia Lai focus on seriously and effectively implementing the Party’s resolutions; and at the same time, decisively implement the five pillars of growth and four strategic breakthroughs according to the Resolution of the Provincial Party Congress, ensuring high unity throughout the entire political system.

Furthermore, the province needs to improve the effectiveness of investment promotion and attraction by focusing on specific areas and priorities; shifting strongly from attracting investment based on quantity to emphasizing quality, efficiency, and sustainability. Priority should be given to projects that apply advanced technology, are environmentally friendly, have the potential for spillover effects, and create high added value.

The Deputy Prime Minister also emphasized the need for effective implementation of the Politburo’s resolutions in all fields, with a focus on implementing Resolution No. 68-NQ/TW on the development of the private economy. At the same time, he stressed the importance of promoting substantive administrative reforms, using the satisfaction of citizens and businesses as a benchmark; strengthening digital transformation, increasing transparency in processes, and reducing time and costs for businesses. He also called for building a team of capable, responsible, disciplined, and orderly officials and civil servants; proactively supporting businesses, and promptly resolving difficulties and obstacles within their authority.

Deputy Prime Minister Ho Quoc Dung expressed his confidence that, with high determination and a decisive spirit of action, the Party Committee, government, and people of Gia Lai province will continue to uphold the tradition of unity, innovate thinking, awaken the aspiration for development, seize opportunities, and overcome challenges to successfully achieve the set goals and tasks.

Provincial Party Secretary Thai Dai Ngoc and Chairman of the Provincial People’s Committee Pham Anh Tuan presented flowers and handed over the Decision approving the investment policy to businesses and investors.

At the conference, to affirm the determination of the business community as well as the commitment to accompanying and creating favorable conditions for investors in the project implementation process, Gia Lai province organized the awarding of investment approval decisions, granting investment registration certificates and signing of memoranda of understanding (MOU) for a total of 273 projects.

The total registered and projected investment capital reached approximately 850,000 billion VND (equivalent to over 33 billion USD). Of this, 142 projects received investment approval decisions with a total registered capital of over 225,000 billion VND; the remaining 131 projects signed Memorandums of Understanding (MOU) with a total projected capital of over 606,000 billion VND.

Provincial Party Secretary Thai Dai Ngoc and Chairman of the Provincial People’s Committee Pham Anh Tuan presented flowers and handed over investment registration certificates to businesses and investors.

The projects approved and signed this time span many sectors, including processing and manufacturing industries; energy; high-tech agriculture; trade, services, and tourism; and urban development and logistics infrastructure. These are all sectors with significant spillover effects, aligning with Gia Lai province’s development orientation, and are expected to create new growth drivers, boosting the local socio-economic development in the coming period.

Thai Dai Ngoc, Secretary of the Provincial Party Committee, delivered the closing remarks at the conference.

On behalf of the Party Committee, the government, and the people of Gia Lai province, Provincial Party Secretary Thai Dai Ngoc expressed gratitude to the Government, Ambassadors, Consuls General, central ministries and agencies, representatives of international organizations, as well as experts, scientists, businesses, and investors who have accompanied and contributed many practical ideas, shared valuable experiences, and offered policy recommendations and specific cooperation proposals, contributing to the success of the conference.

The Provincial Party Secretary stated that the province seriously and fully absorbed the profound, comprehensive, and strategically oriented directives from the Deputy Prime Minister at the conference.

Affirming the local government’s determination, Provincial Party Secretary Thai Dai Ngoc pledged that Gia Lai province would promptly develop a specific implementation plan, clearly assigning responsibilities, timelines, and expected results; while also strengthening inspection and supervision to ensure that the Government’s directives are implemented effectively and substantively, creating a clear transformation in the investment environment and socio-economic development.

The Provincial Party Secretary also expressed confidence that the synergy between the activities of the National Tourism Year 2026 and the Investment Promotion Conference will create a strong ripple effect, contributing to attracting investment resources and promoting the socio-economic development of the province in a rapid and sustainable manner in the coming time.
