Conference to review preparations for the commencement of the housing project for the People’s Public Security Force in Hoa Lu Ward, Ninh Binh Province.

On the afternoon of March 18, 2026, at the Provincial Police Department, the Ninh Binh Provincial Police Department, in coordination with the Construction and Barracks Management Department of the Ministry of Public Security, held a conference to evaluate the preparations for the commencement of the housing project for the People’s Public Security Force in Hoa Lu Ward, Ninh Binh Province. Lieutenant Colonel  Cu Quoc Thang, Member of the Provincial Party Standing Committee and Director of the Provincial Police Department; and Colonel Nguyen Trong Tien, Deputy Director of the Construction and Barracks Management Department of the Ministry of Public Security,  attended and co -chaired the conference.

Attending the conference from Ninh Binh province were representatives, leaders, and specialists from the Provincial People’s Committee Office,  representatives from the Department of Finance, the Department of Construction, the Department of Agriculture and Environment, and leaders from Hoa Lu Ward People’s Committee.

Also attending the conference were the Deputy Directors of the Provincial Police, leaders of several functional departments of the Provincial Police, the commander of Hoa Lu Ward Police, and Phuc Loc Real Estate Corporation.

Representatives from Phuc Loc Company reported on the details of the housing project for the People’s Public Security Force in Hoa Lu Ward, Ninh Binh Province.

Representatives from various departments, agencies, and Hoa Lu ward delivered speeches at the conference.

The social housing project for  the People’s Public Security Force,  located in  Hoa Lu Ward, Ninh Binh Province, includes social housing areas, commercial housing areas, and a two-story cultural center. Upon completion, the project will provide housing for officers and soldiers of the Ninh Binh Provincial Public Security Force and their families, creating a civilized, safe, and disciplined living community. The complex features modern architectural design, complete amenities, smart management, environmental friendliness, and aligns with the heritage preservation development orientation of Hoa Lu Ward in particular and Ninh Binh Province in general. The groundbreaking ceremony for the housing project for the People’s Public Security Force in Hoa Lu Ward, Ninh Binh Province, is expected to be held at the end of March 2026. 

At the conference, delegates discussed the situation and procedures for the groundbreaking ceremony of the housing project, as well as the progress of preparations for the ceremony . They clarified the causes of some difficulties encountered and proposed solutions to overcome them in accordance with regulations and the provincial planning, in order to hold the groundbreaking ceremony as soon as possible. 

The conference also focused on discussing issues related to social housing for the People’s Public Security Force, which are of great interest to many officers and soldiers of the Ninh Binh Provincial Police, such as: amenities, quality of the project, progress of commencement/completion of the project, apartment area, apartment price, conditions and preferential policies for home loan financing…

At the conference, representatives  from provincial departments and agencies affirmed that they would create the most favorable conditions and actively coordinate with the Ninh Binh Provincial Police, the investor, and relevant agencies to accelerate the progress of the housing project for the People’s Public Security Force in Hoa Lu ward, Ninh Binh province.

Colonel Nguyen Trong Tien, Deputy Director of the Construction and Barracks Management Department – Ministry of Public Security, delivered a speech at the conference.

Speaking at the conference, Colonel Nguyen Trong Tien, Deputy Director of the Construction and Barracks Management Department – Ministry of Public Security, respectfully thanked the Ninh Binh Provincial Party Committee, People’s Council, and People’s Committee, and acknowledged the Provincial Police and relevant departments and agencies for their attention and support in creating the most favorable conditions for the Ministry of Public Security and the Ninh Binh Provincial Police to implement the housing project for the People’s Public Security Force in Hoa Lu Ward, Ninh Binh Province. 

The Deputy Director affirmed that the housing project for the People’s Public Security Force is a project of profound social significance, concretizing the major policy of the Party, State, Ministry of Public Security, and Ninh Binh province on caring for the lives of officers and soldiers. The Ministry of Public Security creates all the most favorable conditions for officers and soldiers of the Ninh Binh Provincial Public Security Force who are eligible to buy or rent social housing to have the conditions to settle down, work, and feel secure in their jobs. To ensure the project is implemented effectively, on schedule, with quality and safety, the Deputy Director of the Construction and Barracks Management Department – Ministry of Public Security requested the Provincial Public Security Department, the investor, and relevant units to quickly reach an agreement and continue to finalize and expedite the work according to the plan. The investor should focus maximum resources, organize the commencement and construction in a scientific and serious manner; strive to complete the project as soon as possible, ensuring high quality, aesthetic value, and harmony with the landscape and architecture of Ninh Binh province. The Ninh Binh Provincial Police are stepping up their efforts to publicize the housing project so that police officers and soldiers in the province understand and proactively register to buy/rent houses. 

Phuc Loc Real Estate Corporation has also committed to focusing all resources and coordinating closely with state management agencies, consulting units, construction contractors, and relevant units to implement the project in a scientific manner, ensuring the fastest construction and the best possible quality of work.
