Proposing 9 specific policies for the construction of the Quy Nhon-Pleiku expressway

The Quy Nhon-Pleiku expressway is expected to cost a total of VND43,734 billion. If approved by the National Assembly, the project will strive to start construction by the end of December 2025 and be put into operation in 2029.

On the morning of May 19, at the 9th Session of the 15th National Assembly, authorized by the Prime Minister, Minister of Construction Tran Hong Minh presented the pre-feasibility study report on the Quy Nhon-Pleiku expressway construction investment project.

Accordingly, this expressway belongs to the East-West corridor, plays a particularly important role in the socio-economic development strategy and ensures national defense and security of the Central Highlands and the Central Coast region; is the route connecting international border gates, large urban areas and seaports; connecting the Central Highlands with the South Central Coast region; connecting with the Southern Laos and Northeastern Cambodia regions and is the gateway to the sea of ​​the Cambodia-Laos-Vietnam development triangle.

The early formation of the Quy Nhon-Pleiku expressway is necessary, as a premise and driving force to exploit the potential and advantages of the Central Highlands region, promote and take advantage of the advantages of the Binh Dinh seaport system in particular and the South Central Coast region in general.

Also according to the Government’s proposal, the starting point at National Highway 19B (approximately Km39+200/National Highway 19B) is in An Nhon Town, Binh Dinh Province; the end point is at Ho Chi Minh Road (approximately Km1606+770/Ho Chi Minh Road) is in Pleiku City, Gia Lai Province. The total length is about 125 km; of which the section passing through Binh Dinh Province is about 40 km, and the section passing through Gia Lai Province is about 85 km. The scale is 04 lanes, meeting the standards of a class 100 highway, corresponding to a design speed of 100 km/h.

The preliminary total investment is about 43,734 billion VND. If approved, the project is expected to start construction at the end of December 2025 and be completed and put into operation in 2029.

To implement the project, the Government proposed to apply 09 mechanisms and policies, of which 03 policies have been applied to the Khanh Hoa-Buon Ma Thuot Expressway Construction Investment Project, 05 policies have been applied to the Lao Cai-Hanoi-Hai Phong Railway Construction Investment Project and 01 policy has been applied to the North-South High-Speed ​​Railway Project.

On the side of the appraisal agency, Chairman of the Economic and Financial Committee Phan Van Mai assessed that the project dossier basically met the requirements of the Law on Public Investment.

Regarding the proposal of 09 groups of specific mechanisms and policies, according to Mr. Mai, these policies have basically been allowed by the National Assembly to be applied to a number of important national projects in the past, so the Government’s proposal is well-founded.

However, some policies have been adjusted compared to similar policies applied to some projects in the past, such as on the exploitation of minerals for common construction materials for the project. The Government proposed that sub-projects for site clearance be applied the mechanism on material mines while previous projects only allowed it to be applied to the main construction items of the project…). Therefore, the appraisal agency proposed to clarify the adjustment of some of these policies, at the same time, the Government continues to carefully review the applied mechanisms and policies, ensuring that these mechanisms and policies are feasible and appropriate for the nature and objectives of the project./.
