Opening Ceremony of the Red River Festival 2025 – Vietnam–China Red River Basin Cooperation Week
On the morning of November 21, at the Thai Binh Lake International Convention Center (Mile City, Honghe Prefecture, Yunnan Province, China), the Ninh Binh provincial delegation, led by Mr. Nguyen Cao Son, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, attended the opening ceremony of the “Red River Festival 2025 – Vietnam–China Red River Basin Cooperation Week” and a series of dialogue activities on local cooperation between Vietnam and China in the Red River basin.

Attending the opening ceremony were leaders of the People’s Government of Yunnan Province, as well as leaders of the Honghe Prefecture Party Committee and the People’s Government of Honghe Prefecture (China).

In their remarks at the Opening Ceremony, representatives of the leadership of Honghe Prefecture and Yunnan Province warmly welcomed the Vietnamese delegation and emphasized that the Red River is a vital waterway that connects the culture, history, and trade of the two countries. They noted that the Red River Festival and the Cooperation Week serve as important platforms for localities on both sides to enhance mutual understanding, promote infrastructure and supply chain connectivity, and contribute to building a shared and prosperous economic corridor.

At the Opening Ceremony, Mr. Nguyen Cao Son, Vice Chairman of the Ninh Binh Provincial People’s Committee, presented an overview of the outstanding potentials and strengths of Ninh Binh following the merger of the three provinces of Nam Dinh, Ha Nam, and the former Ninh Binh.
He emphasized that Ninh Binh is now one of Vietnam’s three modern automobile and mechanical industry hubs, while also being home to the Tràng An Scenic Landscape Complex, a UNESCO World Cultural and Natural Heritage site. The province is focusing on development in a “Fast, Sustainable, and Harmonious” direction, with green industry and tourism as its key priorities. At this forum, Ninh Binh expressed its desire to enhance infrastructure connectivity, cooperate in developing ecological industrial zones, and build logistics supply chains with Chinese localities.
Immediately following the Opening Ceremony, leaders from both sides pressed the activation button, officially launching the Vietnam–China Red River Basin Cooperation Week and the series of local cooperation dialogue activities between Vietnam and China in the Red River basin.

Within the framework of the program, Mr. Nguyen Cao Son, Vice Chairman of the Ninh Binh Provincial People’s Committee, held a courtesy meeting with Mr. Hoang Minh Son, Consul General of Vietnam in Kunming.

At the meeting, Mr. Nguyen Cao Son, Vice Chairman of the Ninh Binh Provincial People’s Committee, introduced the province’s new development space and expressed the hope that the Consulate General would continue to pay attention and serve as a bridge to promote cooperation between Ninh Binh and Chinese partners, particularly in attracting strategic investors in high technology and tourism.
In response, Mr. Hoang Minh Son, Consul General of Vietnam in Kunming, highly appreciated the province’s proactive and positive approach, and affirmed that he would always accompany Ninh Binh and create favorable conditions to connect the province with potential partners in Yunnan and across China.
