INVESTMENT PROMOTION CONFERENCE IN BINH DINH PROVINCE IN 2025:

Granting investment policy decisions and investment registration certificates to 62 projects with total registered capital of about 8 billion USD

(BD) – On the morning of March 28, at the Provincial Conference Center, the Provincial People’s Committee held the Binh Dinh Investment Promotion Conference in 2025. This activity is part of a series of events celebrating the 50th anniversary of the liberation of Binh Dinh province (March 31, 1975 – March 31, 2025).

The conference was attended by Mr. Nguyen Chi Dung – Member of the Party Central Committee, Deputy Prime Minister; Do Thanh Trung, Deputy Minister of Finance; 400 delegates representing central ministries, branches, economic experts , international organizations, business associations, corporations, entrepreneurs, and domestic and foreign enterprises. Also attending the conference were Mr. Kanat Tumysh, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Vietnam and Mr. Shovgi Mehdizade , Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Vietnam.

On the side of Binh Dinh province, there were comrades: Ho Quoc Dung – Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People’s Council; Pham Anh Tuan – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; comrades in the Standing Committee of the Provincial Party Committee, Standing Committee of the People’s Council, People’s Committee, Vietnam Fatherland Front Committee of the province, the National Assembly Delegation of the province; leaders of departments, branches, sectors, associations of the province, districts, towns and cities of the province.

Speaking at the conference, Chairman of the Provincial People’s Committee Pham Anh Tuan emphasized: The Binh Dinh Investment Promotion Conference in 2025 is an important event, aiming to continue to concretize the Provincial Planning for the period 2021 – 2030, with a vision to 2050, contributing to bringing Binh Dinh closer to investors and businesses to together turn potentials, strengths, and ideas into reality and together share and cooperate for faster and more sustainable development in the future.

Provincial leaders also informed about the province’s potential, distinct advantages and readiness to welcome investors to Binh Dinh . According to Mr. Pham Anh Tuan, Binh Dinh has been focusing on investing heavily in both physical and digital infrastructure.

Regarding physical infrastructure, it is noteworthy thatthe province owns a modern road traffic system with the North-South expressway running through the area, 118 km long, expected to be completed in 2025. The Quy Nhon – Pleiku expressway in the East-West direction is about 123 km long, expected to start construction in 2025. Regarding aviation, the Central Government and the province are upgrading Phu Cat International Airport to accommodate wide-body aircraft such as Boeing 747 and Airbus A321, ensuring the conditions to become an international airport.

In the field of seaports, Binh Dinh is implementing the construction of Phu My port to become the province’s main seaport with a depth of over 22 m, no sedimentation, and can receive ships with a tonnage of over 150,000 tons, expected to be completed in 2028. Along with that, Quy Nhon port will be converted into a tourist and general cargo port.

Binh Dinh is also restoring the railway line to Quy Nhon station and developing a plan to develop a renewable energy high-speed railway connecting airports, seaports and key economic zones.

Regarding digital infrastructure, Binh Dinh promotes the development of artificial intelligence applications, 4.0 technology and semiconductor industry. With great advantages from international submarine fiber optic cables coming ashore, Binh Dinh is gradually becoming an important traffic junction in cyberspace, capable of providing high-speed internet services, serving advanced applications such as the Internet of Things (IoT), automation, artificial intelligence, virtual reality (AR/VR), while ensuring safety and quality of international connections.

“Currently, TMA Solutions Innovation Park, training and research projects of FPT Corporation such as: FPT University Branch, FPT Software Branch at Quang Trung Software Park – Binh Dinh, Technology Research and Training Center Complex at Quy Hoa Science and Education Urban Area, and Artificial Intelligence Center at Long Van New Urban Area, are important nuclei in building smart, modern and sustainable urban areas”, informed Chairman of the Provincial People’s Committee Pham Anh Tuan.

Second, Binh Dinh province is always determined and takes the lead in reforming administrative procedures , simplifying procedures on investment, construction, tax, customs and improving the relationship between investors, enterprises and the government, aiming to build a professional, modern, effective, efficient administration with the capacity to create development, integrity, and serve the people and enterprises. In 2024, Binh Dinh will continue to hold the leading position in the country in the index of serving people and enterprises. Binh Dinh province takes people and enterprises as the center of service, shortening the time to carry out all procedures from investment licensing to construction, from 242 days as prescribed to no more than 118 days, making it one of the localities with the fastest time to handle procedures from investment licensing to construction in the country.

In addition, Binh Dinh province prioritizes promoting the application of information technology and digital technology in industries and fields in the spirit of ” Digital technology will become the basic production force, digital talent will become the basic resource and digital innovation will become the basic driving force for development ” ; at the same time, promoting the implementation of transformation to develop the digital economy, helping to shorten the industrialization and modernization process, creating a breakthrough in growth.

Third, Binh Dinh has invested in many industrial parks and clusters, prepared many clean land funds in industrial parks and clusters and land fundsalong the East-West connecting routes, coastal roads with attractive price frames, ready to meet the needs of investors implementing projects. Many industrial parks have infrastructure rental prices of about 25 – 60 USD/m2 ^for 50 years, much lower than some other industrial parks in the country.

Fourth, Binh Dinh has great potential and advantages to become a tourism center of the region, the whole country and reaching out to Asia . The province not only sustainably exploits and promotes its existing tourism strengths but also synchronously implements solutions to stimulate demand, promote domestic consumption, especially organize international sports events to attract investment and develop tourism.

Fifth, Binh Dinh owns a clean, peaceful living environment, stable security and order, along with a diverse tourism system from mountains, plains to the sea and sports tourism . The province has gradually invested synchronously in healthcare and education to better serve the local people. Currently, Binh Dinh is planning and attracting investment in building international hospitals, international nursing homes, international schools, meeting the healthcare and education needs of investors, experts and families, creating peace of mind when working and living in the province.

Investors will be given the most favorable conditions.

Identifying 2025 as the year of “acceleration” and “breakthrough” , deciding to complete the goals set for the 2020 – 2025 term; this is the year in which all efforts are focused, from administrative reform, investment in synchronous infrastructure, to human resource development through specialized training programs, each step is carefully calculated to create momentum for sustainable development, paving the way for the province to continue to affirm its position.

Chairman of the Provincial People’s Committee Pham Anh Tuan emphasized: This investment promotion conference is not only an opportunity for connection and cooperation but also contributes to creating momentum for the province to complete the GRDP growth target of over 8.5% in 2025, and at the same time complete and exceed the socio-economic development targets for the period 2021 – 2025 according to Conclusion No. 123-KL/TW of the Central Executive Committee and Resolution No. 25/NQ-CP of the Government. This will be an important premise for Binh Dinh to aim for double-digit growth in the period 2026 – 2030.

At this conference, the province invited investors to invest in 7 areas: Industry; tourism and services; high-tech agriculture; logistics services; urban economy and social infrastructure; high technology and innovation; socialized fields. In the industrial sector, the province attracted projects in processing agricultural, forestry and aquatic products, manufacturing components, electronic equipment, precision mechanics, high technology, wind power and bio-energy.

In the tourism and service sector, the province calls for investment in coastal tourism areas, high-end resorts, and eco-tourism projects; building a system of hotels and resorts that meet international standards, along with commercial centers and entertainment areas.

In the field of high-tech agriculture, projects applying advanced technology to agricultural production are invited; projects with agricultural value chains, from production to processing and consumption, especially high-value products such as seafood, fruits, and organic vegetables.

In the logistics services sector, the province attracts smart logistics centers, warehouses and supply chain facilities.

In the field of urban economy and social infrastructure, calling for investment in developing smart urban areas, integrating digital technology and modern utilities; international hospitals and schools.

High-tech and innovation sector, calling for software production projects; data centers (Big Data), semiconductor component projects, artificial intelligence, cyber security…

In the field of socialization , the province attracts investment in international hospital projects, international bilingual schools, nursing homes, and life skills training centers.

At the Conference, Binh Dinh province signed and granted investment cooperation memorandums, and granted investment policy decisions and investment registration certificates to 62 projects with a total registered capital of about 8 billion USD. These are not only promising figures but also demonstrate the confidence of the business community in Binh Dinh’s investment environment. Along with calling for investment in new projects, the province will conduct a comprehensive assessment of projects that have been granted investment policies and investment registration certificates but have not been implemented or are behind schedule. From there, the causes will be identified to have timely solutions to remove difficulties and obstacles for investors, improve the investment environment and enhance the reputation of Binh Dinh province in the eyes of investors. Emphasizing the province’s consistent viewpoint of constantly improving and enhancing the quality of the investment environment, aiming to become an ” ideal destination” for domestic and foreign investors, Chairman of the Provincial People’s Committee Pham Anh Tuan pledged to create the most favorable conditions for investors to successfully implement projects and develop sustainably; at the same time, he hoped that investors would see Binh Dinh differently, not only as a potential locality, but also as a reliable partner, a strategic destination.
