Attending the groundbreaking ceremony, on behalf of the Ministry of Public Security were: Lieutenant General Dang Hong Duc, Member of the Central Committee of the Communist Party of Vietnam, Deputy Minister of Public Security; Major General Nguyen Khac Cuong, Director of the Construction and Barracks Department of the Ministry of Public Security; and representatives from the Office of the Ministry of Public Security and various professional departments of the Ministry of Public Security.

According to Decision No. 8690/QD-BCA-H02 dated October 24, 2025, the Ministry of Public Security approved the investment plan and assigned Phuc Loc Real Estate Corporation (Phuc Loc Legaacy) as the investor to implement the housing project for the People’s Public Security armed forces at plot C-HH25, Hoa Lu ward, Ninh Binh province.
Mr. Nguyen Trung Dung, General Director of Phuc Loc Real Estate Corporation, reported on the project.
Accordingly, the project has a land area of 90,100 m2, with a total investment of 4,863 billion VND, including social housing, commercial housing and a comprehensive technical infrastructure system, designed in a modern, fully equipped, and environmentally friendly manner.
Upon completion, the project is expected to provide approximately 2,660 social housing units and 110 commercial housing units, contributing to the formation of a civilized, safe, and modern residential area, while also creating an urban architectural highlight in the province.
According to the plan, Phase 1 of the project will commence in the first quarter of 2026 and be completed in the first quarter of 2028. The housing project for the People’s Public Security Force contributes to stabilizing housing for police officers and soldiers, improving their quality of life, helping to retain and attract human resources, creating conditions for officers and soldiers to work with peace of mind, commit to long-term employment in the locality, and successfully fulfill their duties in protecting national security and ensuring social order and safety in the area.
Lieutenant General Dang Hong Duc, Member of the Central Committee of the Party and Deputy Minister of Public Security, delivered a speech at the groundbreaking ceremony.
Speaking at the ceremony, on behalf of the Central Party Committee of the Public Security Ministry and the leadership of the Ministry of Public Security, Lieutenant General Dang Hong Duc, Member of the Central Committee of the Party and Deputy Minister of Public Security, acknowledged, highly appreciated, and sincerely thanked the Ninh Binh Provincial Party Committee, Provincial People’s Council, Provincial People’s Committee, provincial departments and agencies, and the Party Committee and government of Hoa Lu ward for their close cooperation in the implementation of the project. He also commended the proactive and responsible efforts of the Ninh Binh Provincial Police and related units in ensuring the project commenced construction according to schedule.
The housing project for the People’s Public Security Force contributes to ensuring a safe and civilized living environment, suitable to the specific characteristics of the armed forces, and helps build the image of People’s Public Security officers and soldiers who are close to the people and serve the people.
To ensure the project proceeds according to schedule, Lieutenant General Dang Hong Duc, Deputy Minister of Public Security, requested that all units focus on implementing the project to guarantee progress and quality. He urged prompt resolution of any arising difficulties and obstacles, and full compliance with all legal regulations regarding investment, construction, land, environment, and social housing. The investor and construction units need to maximize resources, organize construction scientifically and safely, adhere to design specifications and standards, and ensure the quality of the project. This should be considered not just a construction project, but a project with profound socio-political significance, contributing to the urban landscape and aesthetics of Ninh Binh province.

Speaking at the groundbreaking ceremony, on behalf of the Provincial Party Committee, the Provincial People’s Council, the Provincial People’s Committee, and the Provincial Committee of the Vietnam Fatherland Front, Comrade Tran Anh Dung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, respectfully thanked the Central Party Committee of the Public Security Ministry and the leaders of the Ministry of Public Security for their continued support to Ninh Binh province in general and the Provincial Public Security Department in particular in carrying out the tasks of socio-economic development and ensuring national defense and security in the locality. This has contributed to maintaining a stable and safe environment, creating a solid foundation for the socio-economic development of the province.
Regarding the housing project for the People’s Public Security Force in Hoa Lu Ward, the Provincial Party Committee, the Provincial People’s Council, and the Provincial People’s Committee have always been supportive and created favorable conditions for the project to be implemented according to plan. This is a project of special importance, contributing to the concretization of the Party, State, and province’s policies on caring for the lives of officers and soldiers; building a solid support base for the forces performing tasks to ensure security and order, for the peaceful life of the people.
Today’s event not only marks the beginning of an important social welfare project, but also demonstrates the province’s political determination and spirit of partnership and responsibility towards the People’s Public Security Force, contributing to strengthening the people’s security posture, maintaining political stability, social order and safety, and creating a solid foundation for the province’s socio-economic development.
To ensure the project is implemented on schedule, safely, and with quality, the Vice Chairman of the Provincial People’s Committee requested the investor to fully concentrate human resources, materials, and equipment, and organize construction immediately after the groundbreaking ceremony; at the same time, closely coordinate with provincial agencies and units, apply appropriate and advanced construction solutions, and strive to complete the project ahead of schedule. He requested that provincial departments and agencies and the Hoa Lu Ward People’s Committee continue to pay attention, support, closely coordinate, guide, and create favorable conditions for the investor and contractors to implement the project in accordance with regulations, ensuring progress, quality, and efficiency.
The equipment and machinery are ready for the project.
