Binh Dinh Customs Department: Fast customs clearance, effective tax collection
Binh Dinh Customs Department is actively applying information technology, improving processes and shortening the time for processing documents and customs procedures, helping businesses’ goods to be cleared quickly. At the same time, the unit manages and collects all types of taxes correctly and sufficiently, ensuring the task of collecting the budget.
Speed up customs clearance of goods
To modernize the customs sector, Binh Dinh Customs Department is constantly developing automated systems and electronicizing processes. The VNACCS automatic customs clearance system allows enterprises to make online customs declarations and automatically classify goods into three levels: Green channel (exempt from inspection), yellow channel (checking documents in the electronic environment) and red channel (checking both documents and actual goods). Thanks to this system, enterprises’ documents are processed in just a few seconds, reducing 5-7 times the time compared to the previous process, contributing to reducing congestion of goods at gates and warehouses, while saving time and costs for enterprises.

Mr. Truong Van Chung, Head of Quy Nhon Port Customs Branch, said that in the first 9 months of this year, 96.7% of enterprises’ customs dossiers were classified into green and yellow channels, helping enterprises clear customs quickly. Enterprises not only save transportation time and storage costs, but are also notified of the status of goods right on the electronic environment, thereby helping them to have a timely plan to regulate goods. This creates transparency in the process, enhancing the competitiveness of enterprises in the context of increasingly complex globalized business.
Mr. Le Minh Thien, Chairman of the Binh Dinh Timber and Forest Products Association, emphasized that the majority of member enterprises in the Association have chosen to carry out import and export procedures at the Binh Dinh Customs Department thanks to its convenience and transparency. These improvements have contributed to increasing the trust of the business community, creating favorable conditions for import and export activities to take place continuously and more effectively.
The number of enterprises carrying out customs procedures in Binh Dinh is constantly increasing. In the first 9 months of 2024, 653 enterprises participated, an increase of 4.3% over the same period last year. Export turnover reached 2.641 billion USD, an increase of 30%. Binh Dinh Customs Department also received 48,724 customs declarations and processed procedures for 971 ships entering, exiting, and transiting, an increase of 34.1% and 15.2% over the same period, respectively.
Efficient and transparent tax collection management
In 2024, the Government and the Ministry of Finance assigned the Binh Dinh Customs Department a budget revenue target of VND 487 billion, of which VND 429 billion in Binh Dinh and VND 58 billion in Phu Yen. To ensure the implementation of this task, the Department has deployed a 24/7 electronic tax payment and customs clearance system. This system is compatible with iOS and Android platforms, helping businesses declare and pay taxes conveniently from anywhere. After the business successfully pays taxes, the bank will immediately confirm the transaction, and the business’s goods will be cleared immediately without waiting for any other procedures.
This application helps businesses save a significant amount of time, costs and human resources. At the same time, the system also ensures safety in tax management, minimizing errors in the process of declaring and paying taxes. The adjustment of incorrect documents and wrong enforcement against businesses have also been minimized, helping to improve transparency and reduce legal risks.
Mr. Phan Hong Quy, Director of Hoang Giang Trading Company Limited, said that customs procedures and online tax payment are very convenient, helping his company save time and focus on production and business activities. This not only contributes to enhancing the company’s reputation with partners but also increases its competitiveness in the international market.
Notably, tax exemptions and reductions for businesses are also implemented quickly and accurately, ensuring the rights of businesses that comply well. This helps to significantly reduce tax debts and minimize legal risks related to taxes.
Thanks to strong reforms, as of October 15, Binh Dinh Customs Department has collected VND596 billion in budget revenue, exceeding the set target by 38.9% and increasing by 56.1% over the same period in 2023. Director Le Van Nhuan said that the Department will continue to reform administrative procedures and modernize customs operations in the coming time, aiming to create maximum convenience for the business community. These efforts not only help businesses clear goods faster but also contribute to nurturing revenue sources and promoting economic development of the province.
